What is the difference between the refresh rate we can find in the Application - Setting and the other one with the same name we can find in the Trade Opportunity Lookup (TOL)

Am I wrong if I say that the first one defines the refresh rate between my computer and the Betfair platform and the second concerns only the bfexplorer soft?
If I set a quick"refresh rate" (like unlimited) in the "Settings" I incur the risk to be charge with over request data charges.
But what are the advantages and the inconveniences to modify the "Refresh rate" of the TOL?

What a TOLS is?
No, you are wrong.
The bfexplorer infrastructure is built on services, for market monitoring there are two such services running, one for markets you monitor and are presented in the monitored markets list and the other one for trade opportunity lookup service (TOLS).
It enables you manually trade on markets using the market grid or ladder, and as well to run your automated solution using the TOLS at the same time. Therefore you can set refresh rate for TOLS as well, and why can you set it? Because some solutions can run with 10 seconds refresh rate but the other ones need refreshing betfair market data for instance each half second.
The TOLS can be used for anything. For instance you can use TOLS to open markets for your manual trading at preset time and filtering only markets which are interested for you according to some criteria you would define.
